5 Facts About Mental Health Coverage And Health Insurance Reform

Many mental health advocates are cheering healthcare reform. Although there was a separate bill requiring mental health parity in insurance coverage–meaning that it should be treated equally to physical conditions when it comes to benefits–passed in 2008, this legislation goes farther. Here are five facts about the health insurance reform bill and its impact on the treatment of mental health conditions.

With the eventual ban from denying people with pre-existing conditions, those with mental health conditions will have easier access to affordable health insurance. Many times, health insurers refuse to underwrite someone with a diagnosis of depression, anxiety disorder, bipolar disorder, or schizophrenia. That is regardless of how well-controlled the condition may be, and regardless of their physical health. The newly passed bill changes that. Insurers will also no longer be allowed to exclude that particular condition from any coverage they extend.

Small businesses with under 50 employees are now subject to the mental health parity laws, while they were not under the previous bill. Their previous exclusion was due to the increased cost of coverage, but Democrats and other supporters of reform believe that the upcoming exchange markets (run by the states) will assist small employers. The plans sold in the exchanges will meet the parity standards.

The bill doesn’t necessarily mean that people will receive gold-plated mental health coverage. Instead, it states that the coverage should be equal to physical health coverage. If someone picks a bare-bones, high-deductible health insurance plan, their coverage will be limited all-around. What is outlawed is inequality; for example, an insurer cannot charge a higher co-payment for a psychiatrist visit than they would for any other medical specialist. Neither can they deny a patient the opportunity to receive out-of-network mental health treatment, if patients are allowed to seek medical care out-of-network. Also, they cannot limit the number of visits or days of inpatient treatment for substance abuse or mental illness any more strictly than they would for surgery or physical illnesses.

The elimination of lifetime and annual caps on benefits will also be helpful. Mental health treatment can be very costly. Inpatient rehabilitation for substance abuse or eating disorders can cost tens of thousands of dollars per month, which can quickly eat up the limits of most health insurance plans. Fewer patients will suffer from incomplete treatment due to their inability to afford continued help.

The bill’s expansion of Medicaid eligibility will help the mentally ill, whom many experts believe are more likely to be uninsured. Moreover, all Medicaid coverage (not just managed care programs) will now offer equal coverage for mental health conditions.

Disability Social Security is a program in which fully disabled individuals are compensated and it is controlled and administered by the Social Security Administration. These benefits are given to those people who are not able to do any kind of gainful work because they are not medically fit and is suffering from any kind of mental or physical impairment or both. All disabled people are not eligible to receive Social Security Disability Benefits because there are certain criteria on the basis of which it is decided whether a person can get disability benefits or not. Virginia’s state tourism office today launched VirginiaGreenTravel.org, a new Web site dedicated to environmentally friendly travel in Virginia. The new travel site supports Virginia Green, a partnership between the Virginia Tourism Corporation and the Virginia Department of Environmental Quality (DEQ) that promotes environmentally friendly practices in Virginia’s tourism industry.

VirginiaGreenTravel.org will serve as a gateway to the state’s certified green tourism businesses including more than 140 lodging facilities as well as restaurants, attractions and more. The new site also has convenient links to Virginia state parks, outdoor adventure programs, the Virginia Birding and Wildlife Trail, eco-friendly events and travel tips. Virginia debuted the site in advance of Earth Day at the Virginia Aquarium & Marine Center in Virginia Beach, a local leader in the state’s Virginia Green program.

“Virginia Green is a new and important focus for our tourism industry, as we work to educate ourselves and improve upon how we treat the natural habitat that helps make Virginia a top travel destination,” said Alisa Bailey, president and CEO of the Virginia Tourism Corporation. “It’s smart business sense for Virginia and will help preserve and protect our natural heritage for future generations of citizens and tourists.”

“Virginia Green is a unique voluntary program that has great potential to benefit Virginia’s environment,” said David Paylor, Director of the Virginia Department of Environmental Quality. “Participating businesses reduce their environmental impacts and help increase awareness about environmental issues. We all are consumers in the tourism industry, and Virginia Green gives us the opportunity to make decisions based on our concern for the environment.”

The Virginia Department of Environmental Quality (DEQ) manages Virginia Green. The program awards Virginia Green Certification to tourism-related business such as hotels, restaurants and attractions taking voluntary actions to reduce harmful impacts on the environment. Certified businesses commit to waste-reducing activities such as recycling, optional linen service, water and energy conservation, green cleaning, purchasing environmentally friendly products and other steps that help reduce harmful environmental effects.

Virginia Green launched in pilot phase in 2006, with DEQ working with the Virginia Hospitality and Travel Association to educate businesses such as hotels, inns and B&Bs about the benefits of green practices. Since that time the program has grown to 140 lodging facilities, 23 restaurants, 20 conference centers, two convention centers and six attractions, including the Virginia Aquarium, making it the first Virginia Green attraction in the Hampton Roads region and one of only six in the state.

DEQ plans to expand Virginia Green to include wineries, golf courses and Virginia’s welcome centers and rest areas. Virginia’s two new welcome centers, in Fredericksburg and Clear Brook, are LEED certified.

Tourism is a $ 17.7 billion industry in Virginia, generating $ 1.2 billion in state and local taxes and providing 208,000 jobs across the state. In addition to having a positive effect on the environment, Virginia Green certified businesses enjoy significant cost savings from their efforts, especially due to recycling and conservation. Studies have shown that facilities may see a 30 to 50 percent reduction in fees associated with energy, water and trash removal.
