About the Authors:

Kari Dunn Buron, M.S., is the coordinator of an ASD certificate program for educators at Hamline University in St. Paul. MN. She received her Master of Science degree in behavior disorders and learning disorders from Illinois State University in 1980. She recently retired from K-12 special education after more than 30 years. Kari is one of the founding members of the MN Autism Network, a statewide group of Autism Resource Specialists, and a past president of the Autism Society of Minnesota. She has spent 17 years working with the Autistic Society of Trinidad and Tobago, where she travels annually to volunteer in homes and schools. In 1995, Kari developed Camp Discovery, a summer camp for youth with Asperger Syndrome. In 2003, she received a fellowship that allowed her to study social cognition and ASD from an international perspective.

Brenda Smith Myles Ph.D., a consultant with the Ziggurat Group and the Education and Treatment Services Project for Military Dependent Children with Autism, is the recipient of the Autism Society of America’s Outstanding Professional Award, the Princeton Fellowship Award, and the Council for Exceptional Children, Division on Developmental Disabilities Burton Blatt Humanitarian Award. Brenda has made over 500 presentations all over the world and written more than 150 articles and books on ASD including Asperger Syndrome and Difficult Moments: Practical Solutions for Tantrums, Rage, and Meltdowns (with Southwick) and The Hidden Curriculum: Practical Solutions for Understanding Unstated rules in Social Situations. In addition, she served as the co-chair of the National ASD Teacher Standards Committee and was on the National Institute of Mental Health’s Interagency Autism Coordinating Committee’s Strategic Planning Consortium. Myles is also on the executive boards of several organizations, including the Organization for Autism Research and ASTEP – Asperger Syndrome Training and Education Program. In addition, in the latest survey conducted by the University of Texas, she was acknowledged as the second most productive applied researcher in ASD in the world.

Four highly decorated and respected titans of the U.S. Armed Forces have agreed to serve on an Honorary Advisory Board for Boulder Crest Retreat, a 37-acre privately funded Loudoun County facility with accommodations and recreational services designed to help wounded warriors and their families recover and heal. Former Secretary of the Navy John Lehman, General Henry Shelton, (Ret.) U.S. Army, General Peter Pace, (Ret.) U.S. Marine Corps. and U.S. Navy Admiral (Ret.) William J. Fallon will serve as the Honorary Advisory Board, designed to help lead this charity in support of wounded warriors.

Boulder Crest, a not-for-profit organization, was founded by Ken Falke, a retired U.S. Navy E.O.D. (Explosive Ordnance Disposal) expert and successful local entrepreneur who donated land in the foothills of the Blue Ridge Mountains for this purpose. The mission of Boulder Crest is to offer the wounded a restful and rural sanctuary and a break from the reminders, routines and restrictions of their treatments. A $ 10 million capital budget has been created to cover the construction of accommodations, meeting space and outdoor recreational facilities. Once the facility is completed, troops who are undergoing rehabilitation at area military hospitals will be invited to stay at no cost.

“I am deeply moved and honored by the commitment of these distinguished men to join our Honorary Advisory Board,” said Ken Falke. “Their presence on this Board will serve to inspire us to bring this project to fruition as soon as possible…as well as to encourage the many people and organizations that we greatly need to contribute to this mission to build a local retreat for our returning wounded troops. I am truly gratified by their participation and support.”

John Lehman served 25 years in the Naval Reserve, rising to the rank of Captain. In 1981, President Ronald Reagan appointed him Secretary of the Navy where he served until 1987. During his tenure, he built a 600 ship Navy, established a strategy of maritime supremacy, and reformed ship and aircraft procurement. Lehman is the author of numerous books, including Command of the Seas, Making War, and On Seas of Glory. He is chairman of J.F. Lehman & Company, a private equity investment firm. He also serves on the board of directors for several companies and foundations.

General Henry Shelton served more than 38 years in the United States Army in a variety of command and staff positions. In 1996, he was promoted to general and became Commander in Chief of the U.S. Special Operations Command. He became the 14th Chairman of the Joint Chiefs of Staff in 1997.

Among his many military awards, General Shelton has received four Defense Distinguished Service Medals, two Army Distinguished Service Medals, the Legion of Merit, the Bronze Star Medal for Valor, and the Purple Heart. Congress bestowed the Congressional Gold Medal on him on 2002. He currently holds board seats in a number of Fortune 500 companies.

General Peter Pace served more than 40 years in the United States Marine Corps. During his distinguished career, he held command at virtually every level, beginning as a rifle platoon leader in Vietnam. He is the first Marine to ever serve as Chairman of the Joint Chiefs of Staff. He was awarded the Presidential Medal of Freedom in 2008, the highest civilian honor a president can bestow. General Pace is currently serving on the Board of Directors of several corporate entities involved in management consulting, private equity, and IT security. He is Chairman of the Board for the Wall Street Warfighters Foundation; a long-standing member of the Board of Directors for the Marine Corps Law Enforcement Foundation, and serves as an advisor to Our Military Kids.

Admiral William J. Fallon retired from the U.S. Navy after a distinguished 40 year career of military and strategic leadership. He led U.S. and Allied forces in eight separate commands and played a leadership role in military and diplomatic matters at the highest levels of the U.S. government. As head of U.S. Central Command, Admiral Fallon directed all U.S. military operations in the Middle East, Central Asia and the Horn of Africa, focusing on combat efforts in Iraq and Afghanistan. He led the U.S. Pacific Command for two years, directing political-military activities in the Asia-Pacific region. He is chairman of CounterTack Inc., a cyber-security company, a partner in Tilwell Petroleum, LLC, an advisor to several other businesses, a distinguished fellow at the Center for Naval Analyses and on the Boards of several non-Profit organizations.

As Congress moves rapidly to build a national electronic health system, a coalition of 26 organizations representing constituencies across the political and ideological spectrum urged the U.S. House of Representatives today to build a patient-centered system with patient privacy rights at the core of any national HIT legislation.

“Patients own their health data and should control who has access to their personal health records. Privacy violations will exponentially increase if patients cannot limit which health care businesses and government agencies can access our personal health data over an electronic network,” said Deborah C. Peel, MD, Chairman, Patient Privacy Rights Foundation, a national consumer medical privacy watchdog group. Patient Privacy Rights and 25 other organizations that share core principles of patient privacy signed and delivered a letter to Members of Congress in support of greater privacy protections to insure public trust in the proposed electronic national healthcare system.

“The intentions of the proposed health information technology legislation are to improve healthcare, reduce medical errors, and save money, but we believe that those benefits will be realized only if there are ironclad privacy protections,” said Tim Sparapani, Legislative Counsel, American Civil Liberties Union. “Guaranteeing privacy will generate public acceptance, trust and participation in these networks,” Sparapani said.

National research has shown that Americans will avoid treatment, be less than truthful about symptoms, omit critical medical data and delay care if they are compelled to share their medical records over electronic health networks without adequate privacy safeguards.

“We don’t want our children to be denied entrance to schools or colleges, be denied their first jobs, be denied the opportunity to own their first home, or be denied insurance coverage because businesses have access to their medical records,” Tom McClusky, Director of Government Affairs, Family Research Council.

The U.S. Department of Health and Human Services eliminated patients’ rights to control access to their medical records in a 2002 amendment to the privacy law, which permitted over 800,000 health-related businesses and government agencies to access personal health information without patient knowledge or permission. The amendment allows health care providers to share patient records with employers, drug and insurance companies, marketing firms, credit reporting agencies, accountants, banks, lawyers, and others without patient permission, and for business and other uses, unrelated to healthcare treatment or paying claims.

“The federal ‘Privacy Rule’ is toothless,” said Dr. Peel. “It has become a ‘Disclosure Rule’. So, we urge Congress to put strong patient privacy protections into all HIT legislation they are considering.”

The 20 nationally recognized organizations are urging Congress to:

    Restore the patient’s right of consent


    Give patients the right to opt-out of having their records in any national or regional electronic health system

    Give patients the right to segregate their most sensitive medical records

    Require audit trails of all disclosures

    Deny employers access to medical records

    Require that patients be notified of all suspected or actual privacy breaches

    Preserve stronger privacy protections in state laws

    Enact meaningful enforcement and penalties for privacy violators
